Evergreen Surety Launches Waste Management Surety Bonds Page for Haulers and Municipal Contractors

Evergreen Surety has launched a new page covering waste management surety bonds, which guarantee that waste contractors fulfill obligations to cities, counties, HOAs, and state agencies. The agency is surety-only, with access to 15 surety carriers, geographic licensing throughout the United States and Canada, and active accounts in the waste industry.

The page walks through the bond types waste operators actually encounter and why conflating them causes problems at bid time. It covers performance bonds for municipal waste collection contracts, solid waste permit bonds, waste hauler license bonds, and landfill closure and EPA financial assurance bonds, with a link to performance bond basics for operators new to the requirement.

A section on where waste operator bond programs break down addresses three problems that come up consistently. Generalist agents treat bonding as a secondary product, which causes delays at bid time or permit renewal that cost contracts. Requirements vary across cities, counties, and states, leaving operators running routes in multiple jurisdictions with a layered compliance challenge. And smaller operators write off bonding capacity before speaking to a specialist, unaware that programs like the SBA Bond Guarantee Program may open doors they assumed were closed.

The page then lays out how Evergreen gets waste management contractor bonds right, as part of its broader commercial surety bonds practice:

  • Surety is the agency’s only line of business, so every client works with an agent whose practice is built entirely around bond underwriting, program structuring, and carrier relationships across 15 carriers.
  • Each account is marketed across local, regional, and national carriers, since a single-carrier approach often produces worse rates and terms for operators that some carriers view as higher risk.
  • The Three C’s of underwriting, Character, Capacity, and Capital, are the lens for preparing an operator’s financials before the account goes to market.
  • Megan Burns is the dedicated point of contact for waste industry clients and handles the full scope of bond program issues directly with owners and CFOs.
  • SBA-appointed status gives clients who qualify direct access to aggregate bond limits up to 20 times working capital, including the available limit of a bank line of credit.

Evergreen Surety primarily serves waste operators in the $25M to $250M annual revenue range, though smaller operators who may benefit from SBA-backed capacity are also a fit.

Operators facing a bid or permit deadline can call Megan Burns at 720-258-6182 or email mburns@evergreensurety.com.
